NASEO Summer Transportation Fuels Outlook Conference 2006

TrafficThe National Association of State Energy Officials, the Energy Information Administration, and the U.S. Department of Energy-Office of Electricity Delivery and Energy Reliability held the 2006 Summer Fuels Outlook Conference at the Hotel Washington, 515 15th Street, N.W., Washington, DC.

Global energy supply uncertainty, high demand for transportation fuels, tightened crude oil and gasoline inventory may increase the potential for supply/distribution problems this summer. To help inform the energy community about the current situation, this half-day conference will include EIA's April 2006 Short-Term Energy Outlook along with presentations by industry representatives, energy experts, and State officials who will discuss the world oil outlook, gasoline supplies, as well as fuel and refining issues.

Topics include:

  • Summer Transportation Fuels Outlook. EIA Administrator, Guy Caruso, will present EIA’s latest Short-Term Energy Outlook
  • Global Markets Overview. Edward L. Morse, Executive Advisor, Hess Energy Trading, will review recent global oil supply/demand/inventory patterns and their drivers with an eye to what lies ahead for consumers this summer and beyond.
  • Cheryl Trench, President, Allegro Energy Consulting, will cover Transitioning to Ultra-Low Sulfur Diesel Fuel. The smooth implementation of EPA's June 2006 mandate for refiners and importers to supply Ultra Low Sulfur Diesel Fuel is a key uncertainty for the upcoming season. A core issue is ULSD's successful transportation in the nation's vast pipeline network.
  • Gordon Schremp, with the California Energy Commission, will discuss Phasing Out MTBE: Impacts on the Gasoline Supply, and will review the market implications resulting from the rapid change from MTBE- to ethanol-blended fuel, as well as possible strains in ethanol supply and distribution.
  • Stephen J. Harvey, with FERC’s Office of Market Oversight and Investigations, will offer an Electricity Outlook, focusing on electricity supply issues for this summer including reliability, capacity and natural gas prices.
