American Recovery and Reinvestment Act (ARRA)

The American Recovery and Reinvestment Act dedicated $16 billion to targeted clean energy and energy efficiency projects. State Energy Offices (SEOs) are managing $3.1 billion of federal funding under the State Energy Program, with states providing an additional $4.7 billion in cost-share, or leverage, from state sources and private-sector partners.  In other words, each dollar of federal ARRA SEP funding has been matched with $1.52 of state and private funds, for a total State Energy Program impact of $8.8 billion.  In addition, SEOs are implementing $1.15 billion in  Energy Efficiency and Conservation Block Grants, State Energy-Efficient Appliance Rebate Programs, and State Energy Assurance Grant funding to maximize benefits for the economy, including jobs creation, and to secure the long-term energy future of America.

State Energy Program (Recovery Act)

The goals established for the U.S. State Energy Program (SEP) under the Recovery Act are: (1) Increase energy efficiency to reduce energy costs and consumption for consumers, businesses and government; (2) Reduce reliance on imported energy; (3) Improve the reliability of electricity and fuel supply and the delivery of energy services; and (4) Reduce the impacts of energy production and use on the environment.

Energy Efficiency and Conservation Block Grant Program (Recovery Act)

Over $2.7 billion in formula grants was provided to states, territories, local governments and Indian tribes under the Energy Efficiency and Conservation Block Grant (EECBG) Program to develop and implement projects to improve energy efficiency and reduce energy use and fossil fuel emissions in their communities.

State Energy-Efficient Appliance Rebate Program (Recovery Act)

The Energy Efficient Appliance Rebates program awarded formula grants to U.S. states, territories, and the District of Columbia to provide American Recovery and Reinvestment Act funding for the establishment and administration of State Appliance Rebate Programs.

Energy Assurance for Smart Grid Resiliency (Recovery Act)

Funding in the amount of $39.5 million was made available to states to improve emergency preparedness plans and ensure grid resiliency on a regional basis, including staff training on smart grid technology integration, interdependencies and cyber-security.
