NASEO's Buildings Committee Provides Comment to DOE on Home Performance with ENERGY STAR
Earlier this spring, the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE) announced that in their efforts to advance whole home energy efficiency upgrades, the two agencies will transition the Home Performance with ENERGY STAR (HPwES) program to DOE by October 1, 2011.  As part of this transition, EPA and DOE are considering a number of changes to the program.  The NASEO Buildings Committee developed recommendations and provided it to DOE and EPA to provide input on possible program changes from a state perspective.

NASEO Comments on the “Race to the Green”
“Race to the Green” comprises one part of President Obama's Better Buildings Initiative, which targets energy efficiency in existing commercial buildings and was proposed in February 2011. As proposed, “Race to the Green” would be a competitive grant program “for state and municipal governments that streamline regulations and attract private investment for retrofit projects.”  See White House press release online. The program is still in early development stages and NASEO has been engaged with the Council for Environmental Quality and the U.S. Department of Energy to monitor updates and provide input.  With input from the State and Territory Energy Offices, NASEO developed a letter summarizing comments and recommendations.  The U.S. Green Building Council and ICLEI USA also lent their support to these recommendations.

Buildings Committee

NASEO's Buildings Committee covers state, regional, and national issues in the areas of residential, commercial and public buildings and building energy codes. The committee provides a way for State Energy Office members and NASEO Affiliate members to engage with each other and with NASEO staff to:

  • Identify emerging and priority issues that are relevant to the state and territory energy offices;
  • Facilitate peer-exchange, sharing of best practices on policies and programs, and regional or multi-state collaboration where appropriate;
  • Provide regular updates on relevant regional and national policies and initiatives that may impact the state and territory energy offices;
  • Guide NASEO's Buildings Program activities; and
  • Build consensus on issues, where appropriate.

Who Should Participate
State and territory energy office (SEO) directors can choose to participate in any or all of NASEO's committees. Directors may also choose to designate program staff from their offices to participate. NASEO Affiliate members may also participate. Membership Expectations
Committee members are expected to participate in committee conference calls and meetings, provide input on agenda discussion items from their office's perspective, and share their unique state or territory experience with other committee members.

NASEO committees meet in-person twice a year at NASEO's fall Annual Meeting and the NASEO/ASERTTI State Energy Policy and Technology Outlook Conference. Additionally, the Buildings Committee holds regular bi-monthly calls.

The next committee call will be held on January 26th from 3:30-4:30pm ET.
