Dear Ms. Kenderdine:

Enclosed are suggestions from the National Association of State Energy Officials (NASEO) that outline initiatives the Department of Energy (DOE) should undertake to collectively improve our ability to respond to energy emergencies. It is our hope that these suggestions will serve as points of discussion for setting a future agenda toward efforts of mutual benefit.

After you've had a chance to consider our recommendations, and should you be supportive of the direction we have outlined, we suggest that a "Planning Retreat" might be the next step. We could arrange for a select number of state representatives that have considerable experience in dealing with energy emergencies to attend with appropriate DOE staff to discuss the next steps in further detail. The results of this meeting should be a concrete course of action and should identify the roles and responsibilities of the various parties to the effort.

To the extent DOE supports these initiatives we suggest having this meeting soon, so that work can move forward. It would be good, for example, to begin arrangements for the proposed emergency planning workshops so that the first workshop could be held before the onset of next winter. Finally, it is always helpful if DOE can assist with travel expenses for state representatives to participate in the meeting, which NASEO can facilitate.
