Director, Division of Energy

The Department of Mines, Minerals and Energy is seeking a well-qualified individual to direct and manage its Division of Energy by establishing and implementing long-range plans and providing direction for the development and implementation of programs to promote alternative energy sources and energy conservation for the Commonwealth. The individual also will support development of state energy policy. This position has been designated as required to file a Statement of Economic Interests in accordance with § 2.2-3114 of the Code of Virginia.

Must have broad, current, in-depth knowledge of national and statewide energy issues and associated environmental, security, and preparedness issues. Experience with human resources, programmatic, financial and contract management at progressively more complex organizations. Ability to interact effectively with high-ranking officials of state, federal, and local governments. Ability to set program priorities; define broad, long-range energy goals and accomplish the program’s short-term and long-term goals. College degree in public administration, physical science, engineering, or environmental sciences. Considerable public sector experience in public relations, personnel, budget/grant management, program analysis and evaluation, longrange planning; and managing professional staff. Combination of training and experience indicating possession of the above knowledge and abilities may substitute for education.

Senior Energy Policy Specialist

The Washington State Department of Community, Trade and Economic Development (CTED)  is seeking qualified applicants for a Senior Energy Policy Specialist position.  This position functions as the division’s global climate policy/analyst lead working directly with the assistant director and other division staff on Washington’s Climate Change Challenge (CCC) and the Western Climate Initiative (WCI). Energy Efficiency Manager

The Maryland Energy Administration is seeking a qualified individual to join their Energy Efficiency team as they implement the new energy efficiency goals Governor O’Malley has established for the state. The successful candidate will have the opportunity to develop and manage a significant portfolio of energy efficiency programs in Maryland. 

 

The position will focus on a broad expansion of the use of energy performance contracts (EPC’s) in state buildings, schools and local governments. Responsibilities include marketing energy performance contracts to a wide variety of entities, reviewing EPC’s in coordination with the Department of General Services, and reviewing state agency energy plans.  To read the full job advertisement, click here.

The California Energy Commission is seeking qualified applicants for the following three positions:

 

  1. ASSOCIATE ENERGY SPECIALIST (EFFICIENCY) The Associate is the full journey level position. Incumbents in these positions independently perform responsible, varied and complex technical and analytical work in the areas of energy conservation, load management and efficiency measures, building and appliance standards and regulations; energy cost effectiveness and savings measures; including duties such as end use modeling, and estimates of energy and savings impacts.   2. ENERGY COMMISSION SPECIALIST I (EFFICIENCY) The Energy Commission Specialist I is characterized by incumbents as independently performing more complex, sensitive and responsible energy-related work which requires, on a regular basis, a high level of knowledge, skill and ability which is demonstrably above the journey level. The areas of work include energy conservation, load management and efficiency measures, building and appliance standards and regulations; energy cost effectiveness and savings measures; including duties such as end use modeling, and estimates of energy and savings impacts.   3. ENERGY COMMISSION SUPERVISOR II (EFFICIENCY) The Energy Commission Supervisor II is the supervisory level of the series. Incumbents in these positions supervise and direct technical employees and have major program responsibilities in the more complex and technical functional areas of an office. Director of Planning / Energy Market Analyst

(dependent on qualifications)

The Maryland Energy Administration is seeking qualified applicants for a Director of Planning or Energy Market Analyst position.  This newly created senior position will assist in designing, evaluating and implementing legislative and regulatory programs to provide affordable, reliable and clean energy to Maryland. Responsibilities include analyzing the retail and wholesale electricity markets in Maryland, evaluating and preparing comments on proposals before the Maryland Public Service Commission, evaluating the economic and regulatory implications of energy-related legislation, and overseeing development of a comprehensive state energy plan, including an energy information database.

 

The candidate should be prepared to evaluate a broad range of energy issues, including electricity rate design, demand side management programs, power supply procurement mechanisms and financial incentives to promote renewable electricity and transportation fuels. The ideal candidate would have experience with entities such as PJM, FERC, and state public utility commissions.

 

Qualified candidates must have a bachelor’s and preferably a master’s degree in Economics, Finance, Business, Accounting, Statistics or related field. Candidates must have at least three years of professional experience in the energy field and preferably one year of experience working in the context of public utility commissions. Strong writing and analytical skills required.

Regulatory Analyst 3

The Washington State Attorney General’s Office is seeking qualified applications for a Regulatory Analyst 3 position.  This position will act primarily as an energy policy analyst, although there will also be work on telecommunications issues.

 

The Analyst will perform research and analysis to formulate and support the Public Counsel’s position on a broad range of energy and telecommunications regulatory issues including rates, competition, mergers, consumer protection, service quality, and demand side management as an advocate for the citizens of Washington. The Analyst will use a variety of analytical and research techniques to independently coordinate and perform research on, electricity, natural gas, and telecommunications regulatory and consumer protection issues.
