Make It Green
Ground has been broken for the Freedom Tower at the World Trade Center
site. The project team is committed to achieving green building
certification and wind power will be utilized. This innovative Freedom Tower

CoalFleet for Tomorrow -- An Initiative to secure America’s Energy Future
Against the backdrop of recent rising energy prices for natural gas, the
continued use of coal represents one of the most effective steps the nation
can take to assure its energy security and the economical production of
power. The coal fleet of tomorrow, however, must meet environmental
expectations driven by society’s concerns about environmental impacts,
including climate change. Continuing with business-as-usual coal plant
technology could derail the role of coal in the future. We must start now to
achieve the transition to low-cost, efficient, low-emission coal generation
by deploying IGCC and other advanced technology plants as soon as possible.
The CoalFleet objective is to accelerate the commercial deployment of
advanced coal generation with options for CO 2
capture and sequestration.
CoalFleet for Tomorrow is a proposed initiative led by the Electric Power
Research Institute (EPRI), and the Electricity Innovation Institute (E2I).

Electricity Transmission and Distribution 101
This session will describe the regulatory and business environment that
influences planning and siting of electric transmission at the state,
regional, and federal levels, and provide examples of what states can do to
assure that transmission alternatives are considered, in order to assure
that only needed transmission is actually built. In spotlighting
alternatives to transmission, the prospects of energy efficiency and
renewable energy being deployed in high value places in greater amounts is
increased. Demand response programs are expanding and should be of great
interest to State Energy Offices. Relevant present and future technological
developments will be discussed.

State Technologies Advancement Collaborative (STAC) Update
The STAC update will include the status of the broad-based procurement,
receipt of proposals from the science initiative, and future funding
prospects for the program.

Natural Gas Briefing: Price Outlook Bleak, Energy Efficiency Can Help
Natural gas prices continue at near-record levels and are likely to
increase further. As states search for ways to mitigate the serious economic
impact on households and businesses, even the National Petroleum Council and
the U.S. Department of Energy have agreed that the only viable near-term
strategy is to reduce demand through energy efficiency and conservation. To
help address this situation, Dr. Kushler will present the results of two
major research efforts conducted by ACEEE. The first assesses the ability of
energy efficiency to provide dramatic cost reductions to consumers, both
through direct energy savings as well as by putting downward pressure on gas
market prices. The second presents the results of a national search to
identify exemplary natural gas energy efficiency programs from around the
country.

High Performance Schools Technology and Program Forum
With the average age of school buildings at 42 years and estimates that
6,000 new schools will be built by 2007, both the need and opportunity to
build schools that offer better learning environments and reduced energy
costs is tremendous. In conjunction with New York, Ohio, Florida, Wisconsin,
California and other states, NASEO and the U.S. Department of Energy
coordinated high performance schools energy research under a comprehensive
initiative. In this session, learn more about the technologies and results
of this program.

Natural Gas Pipeline Safety
This session will cover current natural gas pipeline safety issues and
pipeline infrastructure in Illinois. An overview of Operator Qualification
and how it affects natural gas companies will be provided, as well as a
review of Pipeline Integrity Management and Public Awareness initiatives
that are affecting the major pipelines infrastructure. Also, learn more
about an on-going project sponsored by the Department of Energy, operating
under the guidance of a public/private sector Steering Council managed by
GTI, to assess the regional capabilities and resiliencies of the natural gas
delivery infrastructure to withstand disruption in natural gas
deliverability. This project plans to assist in awareness/education and
improved communications and coordination among stakeholders to reduce
potential implications in the event of a major disruption of natural gas
deliverability.

South Carolina's Approach to Energy Management and Information for all State
Agencies
According to the National Center of Education Statistics, 61% of public
school districts experienced energy budget shortfalls in 2001. Officials
from the South Carolina Energy Office will discuss their SC SAVE$ program to
equip most schools and agencies in the state with tools to better manage
their energy and simplify the reporting and rollup of state energy reports.
South Carolina recently selected SchoolDude.com to implement a statewide
web-native energy tracking and management system for all state agencies. The
presenters will address state reporting, demonstrate tools that each school
and agency can use, and demonstrate the unique capabilities of the
Web-native system that allows easy rollup of school and agency information
at the state level.

Diesel Technology Forum
In light of last year's blackout, threats of terrorism, and an aging
infrastructure, national energy policy is becoming more focused on
increasing the reliability of the existing power grid. Options for improving
reliability should look beyond just building more transmission lines and
central power plants and consider distributed technologies. Distributed
power sources currently back up many critical services such as hospitals,
telecommunications and first responders. Among other advantages, distributed
generation can relieve congestion on an overloaded grid, promote national
security by making the grid more flexible, and can be used strategically by
utilities to avoid or defer large capital investments in capacity.
Unfortunately, there are often regulatory or legal barriers which keep
distributed generation from being a full player on the national grid. This
panel will explore DG options, benefits, and barriers which keep its
potential from being fully realized.
