This session will provide strategies for State and local energy code adoption and what materials and technical assistance are available and/or needed to facilitate adoption and how it should be delivered. How states can leverage energy codes to achieve other state goals and policies. Current strategies to build more support in the local jurisdictions through promoting code adoption and providing resources.

Update on Implementation
This session will focus on Energy Code implementation and what materials are needed to foster increased implementation and how they should be delivered. Identify the real costs, benefits and resource needs to build to the national model energy code. Identify and communicate the benefits to builders. Combined state/local implementation strategies working with builders and providing training.

Update on Enforcement
States are focused on code compliance but enforcement primarily occurs at the local level. Nevertheless, states can be effective leaders in providing training, establishing measurement and tracking protocols, gathering data, providing resources, and moving the state’s building sector on a continuum toward higher energy efficiency. In addition to teasing out the real costs of enforcement, training, and resources, this presentation will look at activities that provide high-impact and discuss the latest progress on code compliance.

Roadmap to Success
This session will be an open discussion of State and local activities and strategies to support successful realization of the ARRA goals. This session will focus on the ARRA requirements, and dealing with adoption and compliance and how to help the states get there.

(This moderated session will address code issues, problems, barriers and possible solutions, and allow for audience interaction to identify and discuss problems, needs and solutions to achieve successful adoption of and compliance with energy codes.)

This component of the Workshop will cover the key aspects and issues raised during the previous Thursday afternoon and Friday morning Workshop sessions, including recommended state and local strategies associated with adoption and compliance verification, state and local case studies related to these topics, approaches to measuring and expressing energy code compliance rates and the technical assistance and resources available to the states.
