ARRA Related Energy Code Workshop
for State and Local Officials

February 4-5, 2010

On February 4 and 5, 2010, NASEO will host an American Reinvestment and Recovery Act (ARRA) related Energy Code Training, Compliance and Enforcement Workshop for state and local officials at the Fairmont Hotel, 2401 M St. NW, in Washington DC. In addition to providing guidance on compliance with Section 410 of ARRA relating to building energy codes, the workshop will deliver practical information that will help states and municipalities improve their knowledge of building energy use, code implementation, technical assistance and training, enforcement, and compliance verification.

NASEO is able to provide travel support to state and local officials on a first come, first served basis. Additional information about the agenda and logistics is included below.

Agenda and Presentations

The Energy Code Workshop, immediately follows the NASEO Winter Meeting, and is the second in a series of educational sessions designed to provide information, technical assistance and resources associated with energy code enhancements, implementation tools, and enforcement to improve compliance. Workshop presentations and discussions will target state energy directors, state energy office staff, representatives from state agencies that are involved in energy code adoption, local government representatives and local code officials. Attendees will be provided with the following:

  • Recommended state and local strategies associated with energy code adoption and compliance verification,
  • Best practices state and local case studies,
  • Innovative approaches to measuring and expressing energy code compliance rates
  • Specific details on how to access available technical assistance and resources.

The state energy offices are encouraged to partner with their respective state building regulatory agencies, along with staff in the Governor’s office involved with building energy issues, and jointly attend this important Energy Code Workshop. If joint attendance is not possible, we strongly urge these and other appropriate entities in each state to meet prior to the Workshop to discuss state plans and needs associated with energy codes. This will ensure that those attending from each state can represent all the interests of the state and the parties involved in building energy codes.

In order to structure the Workshop’s flexible discussion sessions to be of benefit to all participants, state and local agency staff involved with energy codes and energy policy related to buildings are encouraged to provide NASEO with code related issues, concerns and topics in advance of the Workshop – by January 13 to Brian Henderson (bhenderson@naseo.org). A special 2-hour webinar session condensing the key aspects of the Workshop will be held on the afternoon of February 5, from 1:30pm to 3:30pm (Eastern time). This session is specifically designed for any state and local code officials that may be unable to attend the Workshop in person.
