NASEO Industrial Committee

 

International Committee Conference Call

August 4, 1999

Participants:
Larry Bean, Maurice Kaya, John Nunley, Mary Joy Ford, 
Bill Nesmith, Bud Walker, and David Terry.

Larry Bean, Chair of the International Committee, opened the discussion with introductions and asked the members of the committee how often they would like to meet. The consensus of the committee was to meet twice a year, at NASEO's Annual Meeting and at NASEO's Energy Outlook Meeting, and to have a conference call in-between each meeting. In addition, the committee expressed a desire to communicate with the entire NASEO membership on a quarterly basis.

Mr. Bean then asked committee members to discuss their impression of NASEO's International Peer Exchange program. Committee members expressed support for continuing the program as is, without any changes. Bill Nesmith suggested that a primer be developed that describes the peer exchange process.

The committee discussed DOE's Office of Energy Efficiency and Renewable Energy (EE/RE), and its role in international activities. Committee members agreed that they needed to take a active role in encouraging EE/RE to be more aggressive in promoting international opportunities. The committee will also seek an update from Brian Castelli, EE/RE Chief of Staff, on his international activities and interests.

Committee members then quickly reviewed ongoing international activities within their states:

  • Hawaii - Completed US/Asia Partnership Program with the Council of State Governments, which helped develop a Philippine ESCO industry, energy efficiency codes, and utility DSM. Developing similar relationships with Vietnam and the southern provinces of China.
      
  • Oregon - Went to Poland last summer to work on installing energy efficiency measures for district heating in Western Poland.
      
  • Wyoming - Preliminary discussions regarding sending a team to China.
      
  • Iowa - invited to participate in a seminar this November for Polish municipal officials on how to acquire energy efficiency in municipal buildings.

The committee discussed what input it would like to give for NASEO's Issues Agenda 2000 document. Committee members stated that states' international experience should impact DOE's strategic planning process, and that state activities should be linked with achieving climate change goals.

Mr. Bean asked Maurice Kaya to report on behalf of the committee at NASEO's Annual Meeting in September. Mr. Kaya consented.
