International Committee Meeting Summary September 19, 1999 Committee Chairman Larry Bean opened the meeting at the Omni Severin Hotel in Indianapolis, Indiana. Mr. Bean asked for introductions from committee members and then reviewed the proceedings of the August 4, 1999 committee conference call. William M. Walker, staff to the committee, presented a primer on the NASEO Peer Exchange Program and provided background information on NASEO funding sources for international activities. Chester Smith also provided background information on international activities in the coal energy sector. The committee discussed how to structure the next round of NASEO Peer Exchange projects. The committee decided to form a subcommittee in the future to handle any review process. The committee decided to direct NASEO staff to perform the initial review of Peer Exchange proposals and deliver recommendations to the committee. The committee further directed that Charles Guinn serve as a consultant to NASEO staff on forming those recommendations. The subcommittee will review staff recommendations, and then to inform the NASEO Executive Director and Chairman of the final recommendation. The committee decided it needed to communicate to NASEO members about funding opportunities and awards in the international arena Chester Smith addressed the committee and urged that three actions be taken by NASEO. First, that international organizations be included in all NASEO mailings. Second, to pick target countries and survey them on what programs they would welcome. And third, that NASEO accentuate economic development and seek to partner with the U.S. Commerce Department. Mr. Bean reported on Iowa's work in Poland and the efforts underway to host a workshop in Gdansk on performance contracting in municipal buildings. Mr. Bean then invited other committee members to report on their international activities. Chester Smith reported on Mississippi's work on clean coal programs in Brazil and Asia. Maurice Kaya reported that Hawaii has won funding from the U.S. Department of Energy and the Council of State Governments for its work in the Philippines. Mary Joy Ford reported that New Mexico is developing relationships with Sri Lanka and Trinidad & Tobago. David Terry also reported that energy officials from Ghana would be visiting California and Maryland.
