DOE Joins Electricity Innovation Institute Partnership to Redesign the Nation’s Power Delivery SystemPalo Alto, Calif. – April 30, 2003 – The Electricity Innovation Institute (E2I) announced today that the U.S. Department of Energy (DOE) has joined its Consortium for Electric Infrastructure to Support a Digital Society (CEIDS). This unique public – private partnership is a multi-year effort to address the many complex issues needed to ensure that the 21st century electric power delivery infrastructure will meet the demands of our increasingly digital society. DOE’s team in this partnership will be headed by Jimmy Glotfelty, Senior Policy Advisor to Secretary of Energy Spencer Abraham. Mr. Glotfelty will co-chair the CEIDS Steering Committee through which the consortium’s partners guide and direct all research. “Joining the CEIDS partnership will allow DOE to share successes and leverage resources in areas that are common to DOE’s vision for a robust and reliable transmission infrastructure,” said Mr. Glotfelty. “Innovative partnerships like this one are essential if we are to accelerate technical research and development and deploy innovative applications that provide benefits to consumers all across the United States.” For the whole story, click here. Department of Commerce Proposals -- A Fit for State Programs Attracting Clean Energy Manufacturing, Assembly, and ProjectsPosted: April 25, 2003 The Economic Development Administration accepts proposals for a number of programs that help states, regions, and communities create wealth and minimize poverty by promoting a favorable business environment to attract private capital investment and higher-skill, higher-wage jobs through world-class capacity building, planning, infrastructure, research grants, business assistance, and strategic initiatives. Generally, all proposals should enhance regional competitiveness and support long-term development of the regional economy. Proposals for most program areas are accepted on a continuous basis. Kansas Windpower Siting Guidelines Recently DevelopedPosted: April 18, 2003 With support from the Kansas State Energy Office, the Environmental and Siting Committee of the Kansas Renewable Energy Working Group (KREWG) recently developed the Siting Guidelines for Windpower Projects in Kansas. KREWG is a voluntary group established during the summer of 2002 to promote renewable energy technologies and address issues facing renewable energy. The guidelines were drafted for use by windpower project stakeholders as they consider potential projects sites in the State of Kansas. The National Wind Coordinating Committee's Permitting of Wind Energy Facilities handbook provided much of the material for the Kansas guidelines. In the Senate, the Finance Committee's bill was marked up on April 2, 2003. An analysis of this bill can be accessed by clicking here. Separately, House Ways and Means Committee Chairman Thomas offered a substitute amendment that would replace in its entirely the "Energy Tax Policy Act of 2003."
