New Report on High Performance Schools

The Environmental Law Institute’s latest report, Building Healthy, High performance Schools: A Review of Selected State and Local Initiatives, offers a resource to school districts that are planning to build high performance schools. The report illustrates the policies, programs, and practices that have been adopted by States and school districts to incorporate a high performance approach in school planning, design, and construction. The report details three States (CA, MA, NJ) and four school districts (LA USD, Wake County PS-NC, Elk River Area District MN, Edmonds School District-WA) that have developed innovative and ambitious high performance school building initiatives.

Building Healthy, High performance Schools: A Review of Selected State and Local Initiatives emphasizes the important role of State governments in supporting health, high performance school building programs. States typically establish some minimum requirements for school construction, through a combination of building codes, environmental and health laws, and other State standards governing public buildings. Many States also provide funding for school construction and require some level of state review of local school building plans through the State education/funding agency. New NASEO Affiliate Members

Three new Affiliate Members have joined NASEO this quarter, including the Energy Resources Center (ERC) of the University of Illinois at Chicago, Composite Technology Corporation (CTC), and the Edward J. Bloustein School for Planning and Public Policy at Rutgers University. Affiliate Members contribute to the association by providing a broad range of views at NASEO meetings and participating on NASEO committees and task forces. The Energy Resources Center (ERC) is a College of Engineering University of Illinois at Chicago (UIC) interdisciplinary public service, research, and special projects organization dedicated to improving energy efficiency and the environment. It was established in 1973 as an approved Illinois Board of Higher Education center with the mandate to conduct studies in the fields of energy and environment and to provide industry, utilities, government agencies and the public with assistance, information, and advice on new technologies, public policy, and professional development training. The Edward J. Bloustein School of Planning and Public Policy positions Rutgers as one of the nation's key centers for public policy and planning scholarship and analysis. It also serves as the major public policy forum for discussion and debate of critical issues within the state and region, while assisting New Jersey in the timely and effective development and implementation of appropriate programs and policies. The school comprises three academic departments: public policy; urban planning and policy development; and urban studies and community health. To learn more about the Edward J. Composite Technology Corporation (CTC) joined NASEO as an Affiliate Member this October marking John Nunley’s (former NASEO Chair) move to the company. CTC has developed breakthrough enabling composite technologies and manufacturing processes for products applicable to the global electrical utility industry. The company’s initial product is a patent-pending composite reinforced conductor known as ACCC (Aluminum Conductor Composite Core) cable. Follow-on products to be introduced by CTC include electric line support structures, such as composite utility poles and transmission towers, as well as composite wind turbine support structures. Call for 2004 Summer Study Papers Announced

ACEEE is now accepting abstracts for the 2004 ACEEE Summer Study on Energy Efficiency in Buildings, "Breaking Out of the Box" taking place August 22-27, 2004 at the Asilomar Conference Center in Pacific Grove, CA. The deadline for abstracts has been extended to October 31st, 2003.

West Virginia Develops List of Top Energy Efficiency Measures for Industry

In preparation for the annual Industries of the Future - West Virginia Symposium, the Energy Program of the West Virginia Development Office and its partners have developed information about a number of industrial sectors and key measures that can be implemented to increase energy efficiency and thereby improve competitiveness. The document addresses industrial sectors ranging from aluminum to chemicals to forest products, and devices such as compressors, motors, and lighting. Particularly helpful in an era of higher natural gas prices is the document’s recommendations for improving the efficiency of systems and devices that are big natural gas users. National Commission on Energy Policy Reports on Natural Gas Supplies

The non-profit, National Commission on Energy Policy, analyzes the U.S. natural gas situation in a just released paper, Increasing U.S. Natural Gas Supplies. The Paper includes a cost-benefit analysis of the Alaska Natural Gas Pipeline and explores the economic basis for government efforts to diminish the financial risks associated with pipeline construction. The paper also addresses:

(1) Natural Gas Use in the Industrial and Electric Power Sectors,
(2) Impacts of Expanded LNG Imports on U.S. Energy Markets,
(3) Energy Efficiency Opportunities in New Buildings and Equipment, and
(4) Retrospective Examination of Energy Demand-Side Policies.

Winter Fuels Outlook Conference Delivers Important Energy Supply Data

The Winter Fuels Outlook Conference was held in Washington, DC, on October 7, 2003. The conference was hosted by NASEO and sponsored by DOE’s Office of Energy Assurance, Energy Information Administration, and National Energy Technology Laboratory. The annual event was a great success, with excellent presentations, including new sessions addressing energy policy and electric reliability.

EIA Administrator, Guy Caruso, delivered the much-awaited Winter Fuels report before a “sell-out” crowd of meeting attendees and television and print reporters. Mr. Caruso’s presentation and those of private-sector experts can be accessed by clicking here.

The luncheon Keynote address was delivered by Jimmy Glotfelty, Director of the Office of Electric Transmission and Distribution. Mr. Glotfelty updated attendees on the progress of the black out task force which he heads, as well as his office’s research, development, and deployment plans for new transmission technologies.

The conference also marked the first NASEO meeting hosted by our new Chair, Sara Ward (Ohio). Ms. Ward opened the conference, moderated sessions, and fielded questions from a number of news reporters. Much of the meeting was covered by CSPAN, and the event had limited coverage from CNN, Nightly Business Report, and print media outlets.

Nevada Energy Office Director to Serve on PUC

Nevada Governor Kenny Guinn has named the state’s Energy Office Director, Carl Linvill, to a four-year term on Nevada’s Public Utilities Commission. Mr. Linvill replaces Richard McIntire, another of the Governor’s appointments. Carl Linvill has been director of the Nevada State Energy Office since 2001. Prior to heading the Energy Office, Mr. Linvill was a PUC economist and taught economics and game theory at the University of Arkansas.
