April 2004Home Performance with ENERGY STAR ProgramPosted: April 16, 2004 Home Performance with ENERGY STAR is an innovative residential
“whole house” program designed to improve the energy efficiency of
existing homes using local contractors who both evaluate efficiency
standards and implement improvements. The goal of the program is to
reduce energy use within the existing housing stock—up to 30 percent
or more with a whole-house retrofit executed by a certified
contractor.
The ENERGY STAR program has also embarked on a series of pilot
programs with the following states: Georgia/Alabama, Idaho, Missouri
and New Jersey. The program will also be piloted in the city of
Austin, Texas. STAC Announces Solicitation for Cost-Shared Energy Research ProjectsPosted: April 7, 2004 The State Technologies Advancement Collaborative (STAC) issued a solicitation today, April 7, 2004, Energy Efficiency and Fossil Energy Science Initiative (04-STAC-01). The solicitation makes available a minimum of approximately $4.3 million for cost-shared energy efficiency and clean use of fossil energy research projects proposed by qualified entities. The solicitation’s program areas of interest include: 1) Materials Sciences, 2) Fuels and Chemical Sciences, 3) Sensors and Controls Sciences, 4) Energy Conversion Sciences, and 5) Emissions Reduction and Environmental Sciences. NASEO FY’05 Appropriations Testimony Supports SEP and Other DOE ProgramsPosted: April 2, 2004 On April 2, 2004, NASEO provided its testimony on FY’05 appropriations to the House Interior and Related Agencies Appropriations Subcommittee. NASEO’s testimony requests funding for a variety of DOE programs. Specifically, support is sought for no less than $365.2 million in funding for the State Grant programs, including, the State Energy Program (SEP) ($74 million) and the Weatherization Assistance Program (WAP) ($291.2 million). This figure moves in the direction of President Bush’s promise included in his campaign issue paper to double the Weatherization Assistance Program and the State Energy Program. This campaign promise would provide $76 million for SEP and $306 million for WAP. Supports is also sought for the State Energy Programs Special Projects (SEP Special Projects) account with at least level funding of $16.5 million.
