Electricity Transmission: A Primer

The National Council on Electricity Policy and The Regulatory
Assistance Project announce the publication of Electricity Transmission:
A Primer. This primer will help policymakers understand the science,
economics, and policies influencing and governing the electric
transmission system.
The primer presents basic information, including graphics, in a handy
format for those interested in learning about the physical transmission
network and the laws controlling it. Specifically, the primer includes a
series of action items for state officials to consider assuring that the
use of the grid is as consistent as possible with public policy goals.
State legislatures, state energy offices, and state regulatory
commissions will receive copies of the primer. The primer is also
available at the National Council’s website,
http://www.ncouncil.org.
The primer was written by Matthew H. Brown, Director of the Energy
Program at the National Conference of State Legislatures (NCSL) and
Richard Sedano, Director of The Regulatory Assistance Project. Both are
veterans of analyzing electricity issues and are experts at boiling
these sometimes arcane subjects to their essence.
The National Council on Electricity Policy is a joint venture among NCSL,
the National Association of Regulatory Utility Commissioners (NARUC),
the National Association of State Energy Officials (NASEO), the U.S.
Department of Energy, the U.S. Environmental Protection Agency, and the
Federal Energy Regulatory Commission, and was recently joined by the
National Governors Association.
