NASEO 2008-2009 Survey of State
Energy Offices
NASEO
has been coordinating with the National
Conference of State Legislatures to
collect information on the relative
positions of state energy offices in
state government and other basic
operating information. To help NASEO
complete this information, we ask that
you please fill out this
brief survey and submit to NASEO by
December 15, 2008. Please contact

NASEO
Submits Comments on the National
Infrastructure Protection Plan (NIPP)
On
behalf of the NASEO Energy Data and
Security Committee, Chairman Jeff Pillon
(MI)
submitted comments to the
Department of Homeland Security on the
National Infrastustructure Protection
Plan. The comments address state
roles in responding to emergencies. For

Information on the Energy Efficiency and
Conservation Block Grants and Other
Opportunities
On
Monday (December 1st) NASEO sent out a
memo to State Energy Offices requesting
information with regards to the Energy
Efficiency and Conservation Block Grant
and other resource opportunities for
NASEO members under a federal economic
recovery package and into the new
presidential administration. NASEO
looks forward to continuing to receive
information from the states and will
keep the membership up to date on
transition efforts in Washington.

questions. Several states have asked
for more information on the block grants
and this
two-page information sheet from the
US Conference of Mayors is a helpful
summary of the program as authorized.
New LBNL-NAESCO Report on Energy
Efficiency Opportunities in State
Facilities
Lawrence Berkeley National Laboratory
(LBNL) and the National Association of
Energy Service Companies (NAESCO) have
issued the new report
Performance Contracting and Energy
Efficiency in the State Government
Market. The paper outlines
information on how states can use energy
saving performance contracting to reduce
energy use in government facilities.
New National Council on Electricity
Policy Demand Response Paper
The National Council on Electricity
Policy-a joint organization of the
National Association of Regulatory
Utility Commissioners (NARUC), the
National Association of State Energy
Officials (NASEO), the National
Conference of State Legislatures (NCSL),
National Association of Clean Air
Agencies (NACAA) and the National
Governors Association (NGA)- has
released a new report,
Demand Response and Smart Metering
Policy Actions Since the Energy Policy
Act of 2005: A Summary for State
Officials. This report represents a
review of policy developments on demand
response and other related areas such as
smart meters and smart grid.
NASEO Energy Outlook 2009
This year's winter meeting,
NASEO's Energy Outlook 2009, will
be held on February 1-4, 2009, in
Washington, DC. For more information

Southeast: NASEO and
U.S. Department of Energy's Office of
Electricity Delivery and Energy
Reliability will host a workshop to
discuss the transportation fuel supply
disruption that occurred as a result of
Hurricanes Gustav and Ike this fall.
The event will be held in Atlanta,
Georgia on January 14-15, 2009. For

supporting the
US Department of Energy's Industrial
Technologies Program's Northwest
Industrial Energy Efficiency Summit.
