DOE Issues Funding Opportunity Announcement for SEP and Weatherization

The US Department of Energy has issued guidance for the State Energy Program ($3.1 billion) and Weatherization Assistance Program ($5 billion) funding under the American Recovery and Reinvestment Act (ARRA).  In announcing this funding with Energy Secretary Chu, Vice President Biden said, "This energy efficiency funding for states is an important investment in making America more energy independent, creating a cleaner economy and creating more jobs for the 21st century that can't be outsourced."  According to ABC News, the Vice President also warned state officials, "This is not your usual federal grant going to the states.  Six months from now, if the verdict on this effort is that we've wasted the money, we built things that were unnecessary, or we've done things that are legal but make no sense, then, folks, don't look for any help from the federal government for a long while."  NASEO will be hosting states-only calls next week to discuss the guidance and other programs under ARRA.

Kristina Johnson Nominated for Under Secretary of Energy

President Barack Obama has announced his nomination of Kristina M. Johnson, an administrator at the Johns Hopkins University, to be Under-Secretary of Energy.  Dr. Johnson has had a long and distinguished career in energy research.  Please see the DOE press release for more information.  President Obama has also hired author and activist Van Jones to serve as a special White House adviser for "green" jobs, enterprise and innovation.

Smart Grid Demonstrations Funding Opportunity Announcement

The National Energy Technology Laboratory (NETL) intends to issue, on behalf of the DOE Office of Electricity Delivery and Energy Reliability, a Funding Opportunity Announcement (FOA) entitled "Smart Grid Demonstrations."  The subject FOA will include three topical areas of interest: Regional Smart Grid Demonstrations, Utility-Scale Energy Storage Demonstrations, and Regional Synchrophasor Demonstrations.  The final notice of intent is available here.

Industrial Technologies Program Update

State energy offices, economic development entities, and regional energy efficiency groups are among the 12 applicants selected to receive approximately $9 million in funding over the next three years from the U.S. Department of Energy’s Industrial Technologies Program (ITP).  The recipients were selected through a competitive process for their efforts and plans to develop outreach, education, project identification and implementation, or recognition of industrial facilities that adopt, implement, and achieve energy intensity reduction of at least 2.5% annually.  ITP has also released a Notice of Intent for an upcoming solicitation for cost-shared combined heat and power (CHP), waste heat recovery, district energy, and industrial energy efficiency projects under the ARRA.  Please see the monthly E-Bulletin from ITP to learn more about US DOE's industrial energy activities.  For more information on NASEO's industrial program, please contact Benjamin Deitchman at bdeitchman@naseo.org or 703-299-8800 ex 13.

2009 Summer Energy Outlook Conference
