Thirteen More States and Territories Awarded SEP Funding

The US Department of Energy announced approval on July 6th of State Energy Program (SPE) plans under the Recovery Act for Arkansas, Georgia, Kentucky, Mississippi, Montana, New York, and the Virgin Islands.  Please click here for the 7/6 press release from DOE.  On July 10th, DOE approved SEP plans from Hawaii, Maine, Nebraska, New Mexico, the Northern Mariana Islands, and Texas.  Please click here for the 7/10 news from DOE.    All of these 13 states and territories have now received 50% of their Recovery Act SEP funding.  Please click here for a June 30th NASEO press release on the 16 states to previously receive DOE approval.

Follow-up to Webcast on DOE's Smart Grid Resiliency Grant FOA

On July 1, 2009, NASEO held a webcast on the State Energy Assurance Grant Program that was well attended.  We have placed a number of reference documents from the call on the NASEO web site to assist you in preparation of your grant applications. They can be found under Additional Resources along with a copy of the power point presented during the webcast at: http://www.naseo.org/foa/energyassurance/  Among the important points from the call are that each State should request the total dollar amount allocated to them in Attachment A of the Funding Opportunity Announcement (FOA).  Additional budget detail is not required at this time only the total amount of the grant.  Also in the three (3) page Project Narrative you need only to provide a general description of how you expect to use the funding in accordance with the requirements as outlined in the FOA.  The grant provides for states and territories to develop more detailed Management Plans within sixty (60) day of the Grant Award and this is the point in time where additional detail will be needed to define specific task to be undertaken and resources required to provide the deliverables required by the grant.  We also have set up an e-mail address to answer questions you may have which is eaguidelines@naseo.org.  E-mail directed to that address goes to NASEO staff and we will try and get an answer and contact you as soon as we can.  Please note that all "Official" grant inquires and clarifications must be submitted through FedConnect.

DOE Announces Solicitation for RD&D on Combined Heat and Power System

From US DOE EERE News 7/8/2009: DOE announced the issuance of a Funding Opportunity Announcement (FOA) for up to $40 million in research, development and demonstration of combined heat and power (CHP) systems, based on annual appropriations.   Combined Heat and Power technologies—those that co-produce heat and electricity -- an be deployed in industrial, commercial, and residential settings to improve efficiency, control costs, and limit greenhouse gas emissions—making U.S. industry more productive and more competitive. Combined Heat and Power and District Energy Systems can achieve efficiencies of 80% or better compared to roughly 45% for conventional heat and power production.  This FOA will accelerate the development and deployment of CHP technologies and systems to work towards a goal of increasing U.S. electricity generation capacity from CHP. DOE will provide up to 50% of these cost-shared awards.  Specifically, this solicitation will seek applications for funding of research, development and demonstration of stationary CHP systems at three power levels. The first level covers "large" systems with greater than 20 megawatts (MW) of electricity output. This area has an estimated total budget of $30 million -- $15 million from the DOE. Area 2 has an estimated total budget of $30 million -- $15 million in federal funding and covers "medium" size systems between 1 MW and 20 MW. Area 3 has an estimated budget of $20 million -- $10 million in DOE cost-share—and covers "small" size systems smaller than 1 MW.   For more information about this funding opportunity, please visit Grants.gov.

Funding Rules to Aid Renewables Unveiled

From the New York Times 7/9/2009:  "The Treasury and the Energy Department today unveiled long-awaited new rules under which the government will pay up to 30 percent of the cost of renewable energy projects.  The program was authorized by Congress as part of the stimulus package in February, but many projects have been on hold as investors waited to apply for the grants.  Government officials said that although there is no cap for the funding, they expected to give out $3 billion in grants."  Please click here for the full article.

Upcoming Summer Events

NASEO is planning several exciting and informative events for state energy officials throughout the summer.  In conjunction with the Energy Information Administration, NASEO is hosting the State Heating Oil and Propane Program Conference in Newport, RI August 3rd-4th.  Registration is open and a preliminary agenda is online.  NASEO is also coordinating with the US DOE Industrial Technologies Program on the Midwest Industrial Energy Efficiency Exchange in Detroit, MI September 9th-10th.  Registration for this regional meeting is also open.  NASEO will hold its annual meeting in Annapolis, MD September 13th-16th.  Registration is open and NASEO will post an agenda in the coming weeks.  Interested sponsors and exhibitors can click here to learn more about opportunities for this event.  Please contact Shemika Spencer if you have any questions about NASEO meetings.
