DOE Releases FOA
for Energy Star Appliance Rebate Program
The U.S. Department of Energy (DOE)
has released the Funding Opportunity
Announcement to the State Energy Offices
for the $300 million Energy Star
Appliance Rebate Program from the
Recovery Act. The full FOA

incentives to encourage consumers to

NASEO Signs
MOU with the GridWise Alliance
NASEO signed a Memorandum of
Understanding with the GridWise Alliance
to foster the development and deployment
of smart grid technologies at the NASEO
Board of Director’s Meeting on July 14,
2009.
The GridWise Alliance is a coalition
of stakeholders along the energy supply
chain from utilities to large tech
companies to academia to venture
capitalists to emerging tech companies
who are advocating for a smarter grid
for the public good. NASEO Executive
Director David Terry signed the MOU,
along with GridWise Alliance President
Katherine Hamilton, and stated, "We are
thrilled that the state energy offices
can become more engaged with the
GridWise Alliance. This partnership can
provide unique resources to both groups
to the benefit of all members." Please

U.S. and China
Pledge to Study Energy-Efficient
Buildings

"Ending his first official visit to
China, the United States energy
secretary,
Steven Chu, said the two nations had
agreed to plan joint studies on ways to
improve the energy efficiency of
buildings, a major issue in addressing
China’s contribution to
climate change. Mr. Chu said that
the United States and China had drafted
a memorandum of understanding for
creating a team of experts that will
study ways to provide heat, air
conditioning and light for buildings
while minimizing their electricity
needs. He spoke after touring an
American-built model house with
energy-efficient windows, appliances and
other features with Chinese officials
and the United States commerce
secretary,

DOE Webcast
July 29 for State and Local Officials:
"How to Estimate the Economic Impacts
from Renewable Energy"
The U.S. Department of Energy's (DOE)
Technical Assistance Project (TAP) for
state and local officials is offering a
webcast on how to use a DOE-developed
tool to estimate the economic impacts
from electric power projects, including
renewable energy generation. The
presentation will take place Wednesday,
July 29, from 3:00 to 4:15 p.m. Eastern
Daylight Time, and is titled "How to
Estimate the Economic Impacts from
Renewable Energy." The presenters will
be Gail Mosey and Eric Lantz from the
DOE National Renewable Energy
Laboratory. Attendees will learn how to
use an online economic model—called Jobs
and Economic Development Impacts (JEDI)—to
predict the economic development impacts
of renewable energy in your state.
Specifically, participants will learn
how to use JEDI to design and run an
economic impacts analysis and interpret
the results. Finally, attendees will see
an example of an analysis that the
presenters recently carried out using
the JEDI Wind Model. The webcast is
free of charge, but participants must
register in advance to obtain a URL for
the presentation and call-in phone
number. Participants can register
online, find information about the
presenters, and read background
materials and reports on the TAP
Webcast section of the DOE Weatherization
and Intergovernmental Program Web
site.
OMB Releases More
Guidance on Recovery Act Reporting
On June 22, the Office of Management
and Budget (OMB) issued additional
guidance to assist recipients,
pass-through entities, subrecipients,
and federal agencies meet the reporting
requirements of Section 1512 of the
American Recovery and Reinvestment Act
(ARRA). The June guidance addresses an
array of issues, builds on OMB’s
previous issuances, and clarifies
previously issued requirements. More
specifically, the guidance:
- Identifies additional data
collection elements intended to
enhance transparency;
- Modifies requirements related to
recipient data report; and
- Updates information on
methodologies and approaches for
reporting job creation/retention
estimates.

website. In addition, OMB will hold
a series of web-based training events
during the week of July 20. For
