DOE Releases
Annual Wind Market Report, Finds U.S.
Wind Projects using a Growing Percentage
of Domestically Manufactured Equipment
The U.S. Department of Energy (DOE)
recently released its "2009 Wind
Technologies Market Report." This
report, authored primarily by DOE's
Lawrence Berkeley National Laboratory,
provides a comprehensive overview of
trends in the rapidly-evolving U.S. wind
power market.
According to the report, 2009 was
another record-breaking year for U.S.
wind power additions. The 10 gigawatts
of capacity additions represent a $21
billion investment in new wind power
projects, and enough capacity to power
the equivalent of 2.4 million homes.
Wind projects accounted for 39% of all
new U.S. electric generating capacity in
2009, and wind energy is now able to
deliver 2.5% of the nation's electricity
supply. Please

MEETINGS AND WEBINARS
Register
Today for the NASEO Annual Meeting in
Boston, September 28-October 1, 2010
This year's NASEO Annual Meeting will
be held September 28-October 1, 2010, at
the Sheraton Boston in Boston,
Massachusetts. While
the American Recovery and Reinvestment
Act of 2009 (ARRA) continues to deliver
unprecedented opportunities and
challenges for the State and Territory
Energy Offices and their partners, what
lies beyond ARRA?
Also, as the Administration evolves in
Washington, D.C., keeping up with the
pace of change at the U.S. Department of
Energy and other agencies is critical.
This meeting offers an
opportunity for state energy officials
to hear from key policy and
decision-makers, learn about new funding
and partnership opportunities, and
interact with peers.
To prepare and inform conference
attendees, NASEO has planned a full week
of informative events, with the core
conference agenda being complemented by
ARRA and committee sessions, as well as
site tours and in-depth tracks on
topical issues. The
2010 NASEO Annual Meeting will serve as
an essential opportunity for State
Energy Office (SEO) directors, staff,
and interested stakeholders to hear the
latest on innovative financing and
project implementation, clean energy
technologies, and links between energy,
environment, and transportation
priorities.

Pennsylvania Boosts
Rebates for Non-Electric Home Heating
Equipment
Pennsylvania residents now have even
larger incentives to upgrade their
non-electric residential heating systems
to help them conserve energy and save
money. The Pennsylvania Home Heating
Equipment Rebate Program now offers
rebates ranging from $250 to $1,000 to
replace eligible non-electric
residential furnaces, hot water heaters
and boilers fueled by home heating oil,
natural gas or propane with more
efficient ENERGY STAR-rated units.
Previously, rebates had ranged from $100
to $500. Nearly 3,900
Pennsylvania residents have received
rebates after taking steps to make their
homes more energy efficient. Heating and
water heating account for nearly half of
a typical home's total energy bill.
Replacing this equipment can save almost
50 percent of a home's heating bill.
The $11 million program is
being funded through the American
Recovery and Reinvestment Act.

Western
Climate Initiative Releases Clean Energy
Strategic Plan
The Partner jurisdictions of the
Western Climate Initiative (WCI) have
released a comprehensive strategy
designed to reduce climate-warming
greenhouse gas emissions (GHG),
stimulate development of clean-energy
technologies, create green jobs,
increase energy security and
independence, and protect public
health. The Design for the WCI Regional
Program is the culmination of two years
of work by seven U.S. states and four
Canadian provinces. Supported by their
jurisdictional goals, the objective of
the WCI Partner jurisdictions' plan is
to reduce regional GHG emissions to 15
percent below 2005 levels by 2020. To
