development and technology innovation through private investment to modernize
the nation's energy systems and infrastructure in public facilities, power
systems, and the transportation sector.

Increasing Building Energy Code Compliance: Opportunities for States to receive
Support
The Buildings Codes Assistance Project (BCAP) is seeking state partners on
two projects that aim to strengthen building energy codes at the state or local
levels. The first project focuses on driving demand for stronger codes
through consumer engagement and education. Services BCAP could
provide include media outreach to raise awareness of building codes and a
cost-analysis detailing the savings that building energy codes provide home
owners. For the second project, BCAP intends to partner with states to
develop “compliance coalitions” in order to increase implementation and
enforcement of current building energy codes. BCAP can provide services
such as organizing initial meetings of the compliance coalition. BCAP has
funding to work with a limited number of states, including State Energy Offices,
on both of these projects.

Home Energy Score Team is Actively Recruiting Partners
The U.S. Department of Energy’s (DOE)
Home Energy
Score program is gaining traction with its national launch slated for late
winter/early spring 2012 and the DOE Home Energy Score Team is focused on adding
20-30 additional Partners (state or local governments, utilities, and
energy-related non-profits) over the next month. Partners must be able to
score a minimum of 200 homes in 12 months and fulfill quality assurance
requirements (re-score 5% of homes). You can learn more about the program

New York Announces Low Cost Financing for Homeowners to Make Energy Efficient
Upgrades
New York Governor Andrew M. Cuomo announced this week that New York consumers
seeking to make energy-efficient upgrades to their homes can now obtain low cost
financing and repay the loan on their monthly utility bill. The program, known
as On-Bill Recovery Financing, allows costs incurred by homeowners to be offset
through energy savings while reducing consumption and air pollution, making it a
win-win for New Yorkers. On-Bill Recovery Financing was a signature part
of the Governor's Power NY Act of 2011. At an interest rate is 2.99 percent for
5-, 10- and 15-year loan terms, a homeowner can finance up to $25,000 if the
payback period (the amount of time it takes for the work to “pay for itself” in
savings) is 15 years or less. The credit application for On-Bill Recovery
Financing is available at
