SEP Support
The National
Association of State Energy Officials’
(NASEO) activities focus on energy
efficiency and renewable energy policy
development, program implementation, and
technology advancement. The
organization works to improve the
effectiveness and quality of state
energy programs, provide policy input
and analysis, share successes among the
states, and serve as a repository of
information on issues of particular
concern to the states and their
citizens. The common link among
NASEO’s program activities is that they
respond to specific needs identified by
the nation's State and Territory Energy
Officials—our members. Projects
are conducted with the States and
include support from the private-sector
and federal and state governments.
Following are highlights and information
on current NASEO activities.
NASEO is committed to supporting the
State and Territory’s efforts to improve
the efficiency of the nation’s buildings
stock in the institutional, commercial,
and residential sectors. The program
focuses on outreach and education over a
range of building topics, from building
energy codes to energy savings
performance contracting to high
performance buildings, to foster public
and private relationships, offer
guidance, and provide peer-to-peer
exchange opportunities. NASEO members
provide input into these activities
through the
NASEO Buildings Committee.
Current efforts include the following:
The
Commercial Buildings Consortium (CBC),
serving as the Supporting Consortium for
DOE’s Commercial Buildings Initiative
(CBI), provides an organizational
framework for sustained public-private
collaboration among commercial buildings
professionals and practitioners,
industry stakeholders, researchers and
educators, utilities, and government
agencies. Consortium members work with
DOE to help achieve near-term results
and chart a path to the Energy
Independence and Security Act’s
long-term goals for net-zero commercial
buildings by capturing market feedback
on key barriers, identifying innovative
strategies and successful approaches,
facilitating information and knowledge
transfer among stakeholders. Current
activities include supporting outreach
and implementation of the State Energy
Efficiency Action Network (SEE Action),
developing case studies of innovative
projects and successful technology
demonstration and deployment programs,
and collecting stakeholder input on the
content and function needed in a
high-performance commercial building
information clearinghouse. See the

Multi-State Collaboration on
Residential Retrofits
NASEO is
currently participating in a four-state
collaborative with the State Energy
Offices in Alabama, Massachusetts,
Virginia, and Washington, in a program
funded by the State Energy Program and
awarded through a competitive process.
to establish residential retrofit
programs in select communities in those
states utilizing an innovative asset
label, similar to a miles-per-gallon
rating for the home, to increase
information to the homeowner and drive
decisions to invest in energy
efficiency. The program will
incorporate workforce training,
financing, and streamlined customer
service, and each state will adapt the
program concepts to meet the direct
needs of participating communities in
their state. NASEO’s role is to
work with State Energy Offices and other
project partners to provide coordination
and facilitation among common program
elements and share state experiences,
best practices and lessons learned in
order to inform the development of
residential retrofit programs and
markets in other states.

Energy Services Coalition and National
Association of Energy Service Companies
Partnership
NASEO
coordinates closely with the Energy
Services Coalition and the National
Association of Energy Service Companies
to promote and enhance energy savings
performance contracting for retrofits in
institutional buildings, including
municipal, university, schools, and
hospitals (the MUSH market). Through
this partnership, NASEO provides
information about the trends in the
institutional building market and shares
resources on best practices for program
design.

State Energy Financing
With up to
$1.1 billion in American Recovery and
Reinvestment Act (ARRA) State Energy
Program and Energy Efficiency and
Conservation Block Grant (EECBG) funds
allocated for state and local energy
financing programs, establishing solid
financing partnerships and programs is
the most promising solution for State
Energy Offices to sustain robust
programs after the ARRA funds are
expended. Presently, many states have
initiated or expanded revolving loan
programs, and others are implementing
loan loss reserve approaches,
establishing or expanding on-bill
financing, and exploring other
alternatives. To assist State and
Territory Energy Offices in navigating
the pressing near-term timeline for
obligating and expending funds under
ARRA, balanced with the importance of
laying the groundwork for sustainable
programs after ARRA, NASEO has
established a
State Energy Financing Task Force.
NASEO’s additional financing activities
include close coordination with the
Energy Programs Consortium to enable
states to capitalize their energy
efficiency loan portfolios on the
secondary market.

Enhancing the nation’s electric
infrastructure is a top priority for
State and Territory Energy Offices
(SEOs). With large-scale
investment in energy efficiency,
renewable energy and transmission
expected over the next few years, NASEO
provides the SEOs with resources,
information, and opportunities to work
together to encourage advance the
electric sector. Efforts focus on
providing technical assistance and
allowing states to exchange ideas and
best practices on electricity
generation, transmission and delivery,
demand response, efficiency, renewables,
and smart grid. Also, NASEO is
involved in two related external
efforts: the National Council on
Electricity Policy and the National
Action Plan (on Demand Response)
Coalition.

NASEO provides direct technical
assistance, education and outreach to
support states’ energy assurance
planning, response, and smart grid
resiliency efforts. This program
is sponsored and supported by the U.S.
Department of Energy’s Office of
Electricity Delivery and Energy
Reliability (OE). Assistance includes:
briefing papers, research and analysis
on state policies, regional conference
calls, webcasts, one-on-one
consultations, training opportunities,
and energy assurance conferences on a
regional and national level. The
NASEO Energy & Data Security Committee
serves as the focal point of the
program and committee members
participate in planning and
implementation activities aimed at
facilitating peer exchange, offering
expert input into state activities, and
facilitating regional coordination.

Utilizing Market-Based Approaches to
Integrate Energy Efficiency Programming
Efforts on a State, Regional, and
National Level
Through this program, NASEO
promotes the integration of ENERGY STAR
with State Energy Office-funded
commercial (public and private) and
residential energy efficiency programs.
Utilizing market-based approaches, this
effort focuses on strengthening state,
regional, and national coordination
program delivery.

The objective of the industrial
program is to provide technical
assistance and coordination among State
Energy Offices towards the
implementation of effective industrial
efficiency programs. To achieve these
goals, NASEO collects and disseminates
information on State Energy Offices’
industrial programs, with an emphasis on
best practices and peer-to-peer exchange
opportunities. NASEO works with states,
utilities, private sector companies, and
federal agencies on Save Energy Now,
Superior Energy Performance,
manufacturing retooling, and other
initiatives. NASEO members provide
input through the
Industrial Committee.

Eco-Partnerships
In conjunction with the U.S.
Department of Energy, U.S. Department of
State, and the Brookhaven National
Laboratory, NASEO provides secretariat
support for the Eco-Partnerships
program, which pairs cities in the U.S.
and China to share best practices,
foster innovation, and further
sustainable economic development.

NASEO’s regional coordination
program allows states to organize on a
regional level to connect on challenges
and priorities, evaluate opportunities
for multi-state projects, and share
common initiatives and goals.
NASEO instituted the Regional
Coordinators network to enable this
regional coordination, and to improve
communications with and among State and
Territory Energy Offices, NASEO, the
U.S. Department of Energy, and other
NASEO partners. The coordinators
include: Chuck Guinn – Northeast; Chuck
Clinton – Mid-Atlantic; Brian Henderson
– Southeast; Jeff Pillon – Midwest; Jim
Ploger – Central; Bill Nesmith –
Northwest; and Jim Arwood – Southwest.
Each coordinator has held a leadership
position at a State Energy Office and is
located within their respective region.
As part of this effort, coordinators
meet regularly with the state energy
officials in their region, reach out to
other state agencies and regional
organizations, and foster the
development of regional projects
suitable to the needs of the region. The
Regional Coordinators aid states and
territories in developing and
implementing sustainable and effective
energy programs.

ARRA
Technical Assistance Program
Through the Oak Ridge National
Laboratory, and in close coordination
with the U.S Department of Energy, the
Regional Coordinators’ network serves to
enhance peer-to-peer exchange of ARRA
energy program innovation and expanded
use of best practices across a range of
energy efficiency and renewable energy
areas. Regional coordinators
convene states regularly, provide direct
technical assistance and access to
technical experts, and prepare and
distribute successful state project
implementation stories. NASEO
partners in this effort include the
following organizations: Alliance to
Save Energy (Building Codes Assistance
Project and Clean and Efficient Energy
Program for Public Power (CEEP):
American Council for an Energy-Efficient
Economy (ACEEE); American Public Power
Association (APPA); Cadmus; National
Association of Counties (NACo); Sentech;
and Washington State University.

NASEO’s renewable energy
program provides education and outreach
to the State Energy Offices in support
of the integration of renewable energy
onto the electric grid. NASEO and
ASERTTI recently initiated a joint
Renewable Energy Committee to focus on
these issues, as well as technology
advancement, state and federal policy,
and technical assistance, and to
facilitate coordination among states and
renewable energy organizations.
NASEO and ASERTTI will support their
member state offices, which are uniquely
positioned to catalyze state-led
economic development efforts and to
effectively meet energy security, fuels
diversification, and environmental goals
through effective commercialization and
deployment of renewable energy.

The State Technologies
Advancement Collaborative (STAC) allows
states, territories, and the federal
government to better collaborate on
energy research, development,
demonstration and deployment projects.

The U.S. State Energy Program
(SEP) is the only federally funded,
state-based program administered by the
U.S. Department of Energy that provides
resources directly to the States for
allocation by them for energy efficiency
and renewable energy. SEP projects
focus on energy efficiency and renewable
energy to achieve improved reliability
in the delivery system, promote economic
growth, improve environmental quality,
and reduce foreign oil dependency.
Under this program, NASEO catalogues
State Energy Program best practices,
encourages regional coordination and
communication, and supports metrics
efforts at a state level.
