Programs

The National Association of State Energy Officials (NASEO) project activities include energy research, demonstration, deployment, data collection, training, and analysis. NASEO staff and project partners work on issues ranging from the efficient production of oil to promoting cost-effective efficiency improvements in our nation's schools to conducting applied research on new energy supply technologies to promoting deployment of new wind energy technologies to advancing industrial efficiency. The common link among these projects is that they respond to specific needs identified by the nation's State and Territory Energy Officials - our members. The projects are conducted with the States and include support from the private-sector and federal and state governments. Following are highlights and information on current and past NASEO activities.

BUILDINGS -----

NASEO is committed to supporting the State and Territory’s effort in improving the efficiency of the nation’s buildings stock.  The Buildings program takes a comprehensive look at buildings issues by covering the commercial, residential, and institutional sectors. The program focuses on outreach and education over the range of buildings areas that States are engaged in, from building codes to energy savings performance contracting to high performance buildings and beyond.  Fostering public and private relationships, offering guidance, and providing peer-to-peer exchange opportunities are the principle activities.  Current projects include the following:

Commercial Buildings Consortium

The Commercial Building Consortium, serving as the Supporting Consortium for DOE’s Commercial Buildings Initiative (CBI), brings together industries and other relevant private sector parties, research institutions, and government entities to compile a knowledge base of commercial building technology performances and costs for widespread dissemination to guide stakeholder decisions and, ultimately, move closer to a high performance building stock.

National Home Performance Council

Through the National Home Performance Council (NHPC), NASEO will organize regular communications and calls with state officials, utilities, contractors, developers, lenders, “big box retailers”, manufactures, and other relevant participants in each region to enhance dialogue in a variety of program areas.   NHPC will encourage the implementation of whole-house retrofit and building of high performance homes.

NASEO/ESC Partnership Project

Through this project, NASEO is supporting outreach activities for the Energy Services Coalition (ESC), such as sessions at the NASEO Annual Meeting, and information collection and review.

ELECTRICITY -----

NASEO’s electricity program has the goal of enhancing coordination efforts between state and territory energy offices and assisting in the dissemination and replication of successful energy efficiency and renewable energy programs.

ENERGY ASSURANCE -----

NASEO provides direct technical assistance, education and outreach to support states’ energy assurance planning, response, and smart grid resiliency efforts.  This effort is sponsored and supported by the U.S. Department of Energy’s Office of Electricity Delivery and Energy Reliability (OE). Assistance includes: briefing papers, research and analysis on state policies, regional conference calls, webcasts, one-on-one consultations, training opportunities, and energy assurance conferences on a regional and national level.  The NASEO Energy & Data Security Committee serves as the focal point of the program and committee members participate in planning and implementation activities aimed at facilitating peer exchange, offering expert input into state activities, and facilitating regional coordination.  Please click here for more information.

ENERGY STAR -----

Utilizing Market-Based Approaches to Integrate Energy Efficiency Programming Efforts on a State, Regional, and National Level

Through this project, NASEO promotes the integration of ENERGY STAR with State Energy Office funded commercial (public and private) and residential energy efficiency programs. Utilizing market-based approaches, this effort focuses on strengthening state, regional, and national coordination program delivery.

INDUSTRIAL -----

Industrial Programming Efforts and Coordination with State Energy Offices

The objective of this project is to align priorities and promote the implementation of industrial programs among State Energy Offices and to assist in the dissemination and replication of successful industrial energy efficiency programs. To achieve these goals, and as part of DOE’s Save Energy Now Initiative, NASEO collects and disseminates information on best practices and offers peer-to-peer exchange opportunities for interested states and territories. Additionally, NASEO and state energy offices seek to foster strong relationships with private sector partners working towards DOE industrial goals, such as the Alliance for Materials Manufacturing Excellence (AMMEX).

INTERNATIONAL -----

International Carbon Reduction and Energy Efficiency Exchange

Through this project, NASEO is working with NIKE and the World Federation of the Sporting Goods Industry (WFSGI) to create a carbon reduction and energy efficiency program for use with contract suppliers in China.

REGIONAL -----

NASEO instituted a its technical assistance network to improve communications with and among State and Territory Energy Offices, NASEO, the U.S. Department of Energy, and other NASEO partners.  This program also will enhance peer-to-peer exchange of energy program innovation and expanded use of best practices across a range of energy efficiency and renewable energy areas. Each coordinator has held a leadership position at a State Energy Office and is located within their respective region.  As part of this effort, coordinators meet regularly with the state energy officials in their region, reach out to other state agencies and regional organizations, and foster the development of regional projects suitable to the needs of the region. The Regional Coordinators aid states and territories in developing and implementing sustainable and effective energy programs.
