Summary of DOE Inspector General Report
A report issued yesterday by the DOE Office of the Inspector General
concluded that DOE did not adequately monitor the use of $44 million it
allocated to states in FY 2005 for energy efficiency and renewable energy
projects. The report, authored by Deputy Inspector General William Maharay,
said the EERE regional offices did not ensure that the State Energy Offices
used the grants for their intended purposes, or established metrics for
determining the costs and benefits of the state activities. The audit's
cover memo said that it is unclear how the recent reorganization of EERE’s
field structure will impact monitoring of the program.
The report recommends that DOE specify the monitoring responsibilities
and staffing for SEP at the two new regional office sites, and conduct
regular visits to State Energy Offices to review their use of grants.
Assistant Secretary for EERE Alexander Karsner said his office concurred
with the recommendations.
