State Policy and Program Priorities Roundtable

During this roundtable session, each State and Territory Energy Office will share major energy policy, program, and priority actions and issues in their state.  The items should include energy policy and program actions covered by your office, as well as other state policy and energy market trends that you consider significant.  The discussion will help inform your colleagues and facilitate potential coordination between or among states within the region on topics of mutual interest and concern. An expected outcome will be the identification of specific ways in which peers throughout the region can work together to resolve issues or take advantage of new energy opportunities.

National Energy Policy and Funding Outlook and NASEO Programs Update

This update session provides the latest on federal energy legislation, regulation and appropriations.  In addition, the session will inform and seek feedback from the states on NASEO updated State Energy Planning Guidelines, Energy-Environmental and Pathways tool, building energy labeling, PACE, solar, and water-energy efficiency.

U.S. Department of Energy State Energy Program Update

This session will focus on activities and priorities of the U.S. Department of Energy (DOE) Office of Weatherization and Intergovernmental Programs (WIP) and the U.S. State Energy Program. The update will include plans for FY’17, and will seek State Energy Office input on priorities and needs related to the U.S. State Energy Program.

State Transportation Activities in the NASEO Western Region – Infrastructure Modernization Opportunities

This session focuses on the impact of the Volkswagen (VW) Settlement on states within the region, as well as state-identified opportunities and needs to support alternative fuel vehicle adoption. In addition, participants will hear results from a new multi-state electric vehicle consumer behavior study from the University of California-Davis, and discuss how this behavior might influence policy decisions.

Energy Emergency Planning, Mitigation, and Response ­– State, Federal, and Industry Roles

In 2016, bipartisan action by Congress directed DOE to expand cooperative activities with the states and industry to address energy assurance, including liquid fuels, electricity, and interdependent infrastructure. This discussion-oriented session will focus on western regional challenges faced by states in dealing with all hazards and critical infrastructure interdependencies, the growing threat posed by cyber-attacks, and state energy emergency planning and mitigation examples.

Buildings Sector – Infrastructure Modernization Opportunities

This session will focus on two buildings opportunities and challenges, including: 1) residential energy labeling; and 2) public facility energy and water retrofits and ESPC best practices.  Residential and public facilities retrofits are directly linked to modernizing the broader energy infrastructure and leveraging the increasing interaction of the grid and buildings with the aim of lowering energy costs for consumers, government, and businesses.

Electricity Regulation and Innovation: Performance Based Rates and Microgrid Business Models – Infrastructure Modernization Opportunities

The Electric Power Research Institute (EPRI) recently published a joint report titled, “Microgrids: Expanding Applications, Implementations, and Business Structures” with the Smart Electric Power Alliance (SEPA) which provides a topical overview of microgrids including regulatory challenges/opportunities and commentary on relevant business models.  This session will present the findings of the paper as well as a discussion on other work that EPRI is doing in the microgrid space. In addition, this session will feature a discussion of performance based rates and regulatory structures.

This session will highlight various states’ approaches to innovative financing and public-private partnerships, including best practices related to on-bill financing programs, as well as a discussion on commercial PACE.
