State Policy and Program Priorities Roundtable
During this roundtable session, each State and Territory Energy Office will share major energy policy, program, and priority actions and issues in their state. The items should include energy policy and program actions covered by your office, as well as other state policy and energy market trends that you consider significant. The discussion will help inform your colleagues and facilitate potential coordination among states. An expected outcome will be the identification of specific ways in which peers throughout the region can work together to resolve issues, share best practices, or take advantage of new energy opportunities.

This update session provides the latest on federal energy legislation, regulation, and appropriations. In addition, the session will inform and seek feedback from the states on NASEO’s updated State Energy Planning approach and other program activities.

U.S. Department of Energy State Energy Program Update
This session will focus on activities and priorities of the U.S. Department of Energy’s Office of Weatherization and Intergovernmental Programs and the U.S. State Energy Program.  The update will include plans for FY’17 and FY’18 and will seek State and Territory Energy Office input on priorities and needs.

Transportation Activities and Opportunities – Southeast Focus
This session focuses on the impact of the Volkswagen Settlement on states within the region, state-identified opportunities and needs, and input from private-sector stakeholders.  Other topics include state and private electric vehicle initiatives, the Initiative for Resiliency in Energy through Vehicles (iREV), and leverage of private sector (fuels, automaker) investments.

Clemson Energy Innovation Center – National Wind Testing Facility Tour (Due to space limitations, the tour is limited to NASEO State and Affiliate Members only)

The Clemson University Energy Innovation Center is home to the world’s most advanced wind turbine testing facility.  The center was established, in part, as the result of a $45 million award from the U.S. Department of Energy to create a facility capable of full-scale, accelerated testing of next-generation wind turbine technologies.  This special offsite tour and presentation, facilitated by the South Carolina Energy Office, will be held at the Clemson Energy Innovation Center, which is located at a former U.S. naval base near downtown Charleston.

* Please make sure to wear comfortable walking shoes. No high heels or open-toed shoes are allowed. Additional visitor safety rules for the Center have been provided as a separate attachment.

Energy Emergency Planning, Mitigation, and Response – State, Federal, and Industry Roles
In 2016, bipartisan action by Congress directed the U.S. Department of Energy to expand cooperative activities with the states and industry to address energy assurance, including liquid fuels, electricity, natural gas, and interdependent infrastructure. This discussion-oriented session will focus on states’ energy assurance planning priorities (including plan updates), information sharing through the energy emergency assurance coordinators program, regional petroleum supply disruption challenges and opportunities, and actions to address the growing threat posed by cyber-attacks.

EERE Technology-to-Market Program Update 
This session will focus on the U.S. Department of Energy’s Technology-to-Market Program, which addresses the structural challenges in moving new technologies from R&D to commercial readiness. In particular, the update will describe collaboration mechanisms between the National Labs and the private sector, including entrepreneurs, small businesses, and large businesses. The presentation will conclude with an open discussion of how State Energy Offices can better engage in these programs to promote technology innovation and commercialization in their states.

This session will focus on three buildings opportunities and challenges of relevance to the Southeast, including: 1) energy codes compliance, resilience, and collaborative state-local strategies; 2) residential energy labeling; and 3) connecting building energy technology research and development and economic development.

State-Local Solar Coordination and Technical Assistance

This session will focus on: 1) an overview of the NREL Solar Technical Assistance Team (STAT) Network tools and capabilities; 2) Low/Moderate Income and Clean Energy for Low Income Communities Accelerator (CELICA) efforts, best practices, and lessons learned; and 3) NREL’s State and Local Initiatives

Energy-Water and Energy-Air Nexus
This session will focus on actions to leverage resources and cost efficiencies in the treatment, conveyance, and use of water, as well as air quality benefits resulting from energy efficiency. 

NASEO’s newly developed Energy Efficiency Pathway Templates will be discussed as a resource to help State Energy Offices to work with environmental agencies to better recognize energy efficiency in air quality planning and management. Growing NASEO attention to energy-water nexus issues will also be discussed.
