On May 15, the U.S House Committee on Appropriations released their draft report for the FY'19 Energy and Water Development Appropriations Bill, which was marked-up in the full Appropriations Committee on May 16.
The Committee's bill recommends $55 million for the U.S State Energy Program (SEP), and $248 million, plus $3 million in TA, for the Weatherization Assistance Program (WAP). These are the same elevated levels as FY'18 (10 percent above FY'17). In contrast, most programs under the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) (e.g., Buildings, Vehicles, Solar, Wind) received significantly lower levels of funding in the draft than in FY'18, with total funding for EERE reduced in the report by $243 million from FY'18.
Funding for the newly created DOE Office of Cybersecurity, Energy Security and Emergency Response, was increased by the committee. It appears (pending further report review) that the Infrastructure Security and Energy Restoration Program supported by NASEO would receive an increase of about $7 million over FY'18 to $18 million. And, funding for some Office of Electricity Delivery programs was increased or held level with FY'18 levels. The Office of Fossil Energy saw an increase of $58 million from the committee to $785 million.
