On June 17, 2025, the Oregon Department of Energy began accepting applications for the new Heat Pump Purchase Program that aims to reduce greenhouse gas emissions and improve energy efficiency in residential buildings. Through the program, interested households can hire a pre-approved contractor and access up to $2,000 in savings to cover the cost of heat pump purchase and installation.
The Heat Pump Purchase Program is part of the state’s larger Climate Equity and Resilience Through Action (CERTA) program that was funded by a $197 million federal Climate Pollution Reduction Grant to reduce greenhouse gas emissions, lower utility costs, improve energy efficiency, and advance clean energy across the state. The Heat Pump Purchase Program is supported by approximately $24 million in CERTA funds that will be disbursed in two rounds, one now and one in 2027, to provide 12,000 total heat pump incentives to Oregon residents. Each round of program fund disbursement is expected to provide 6,000 incentives, with 1,000 of those reserved for owner-occupied residences, 3,000 for rental units, and 2,000 for new construction.
