Western States Petroleum Shortage Response Planning Workshop
April 30-May 1, 2019 - San Diego, CA
NASEO, in partnership with the National Emergency Management Association, and with support from the U.S. Department of Energy's Office of Cybersecurity, Energy Security, and Emergency Response, hosted a Petroleum Shortage Response Planning Workshop, for states in the Western region to support the development of multi-state coordination to address fuel shortage challenges during a catastrophic and wide-spread event (e.g., earthquake and tsunami), enhance relationships among state energy offices and emergency management agencies, aid state and federal agencies in defining respective petroleum emergency responsibilities, explore how states might develop more comprehensive petroleum shortage response plans, and bolster overall energy system resilience. Viking Shadow Midwest Energy Assurance Workshop
July 30-31, 2018 - St. Paul, MN
NASEO, in coordination with the U.S. Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response (CESER), hosted the “Viking Shadow” Energy Assurance Workshop for the Midwest, Great Plains, and Rocky Mountain regions to improve states’ ability to identify gaps in current energy emergency plans as they relate to cybersecurity, fuel coordination, and multi-state coordination; examine state and federal government roles and responsibilities during energy emergencies; and encourage increased coordination between states and industry when responding to events.

Petroleum Shortage Response Planning Workshop
February 21-22, 2018 - Atlanta, GA
NASEO, in partnership with the National Emergency Management Association, and with support from the U.S. Department of Energy's Office of Cybersecurity, Energy Security, and Emergency Response (CESER), hosted a Petroleum Shortage Response Planning Workshop, for states in the Southeast and South-Central regions to explore how states might develop more comprehensive plans to respond to fuel shortages. Utilizing NASEO’s newly released Guidance for States on Petroleum Shortage Response Planning, workshop attendees from state energy offices, state emergency management agencies, industry, and the federal government participated in facilitated discussions focused on responding to a category 3 hurricane and subsequent cyber-attack to oil and natural gas supply critical infrastructure systems. "Liberty Eclipse" Cyber-Energy Emergency Exercise
December 8-9, 2016 - Newport, RI
NASEO and the U.S. Department of Energy's (DOE) Office of Cybersecurity, Energy Security, and Emergency Response (CESER) held a cyber and energy emergency exercise in Newport, Rhode Island. The exercise focused on Northeast and Mid-Atlantic states, and included State Energy Office Directors, State Utility Commissioners, oil, gas, utility industry representatives, and related Federal officials from the Departments of Homeland Security, Transportation and Defense. The exercise tested the response and recovery efforts of state and federal officials and the private energy industries to an electrical power outage of significant portions affecting much of the Northeast and Middle Atlantic States from a cyber incident. Under the scenarios used, it took over two weeks to fully restore power to all customers. The exercise included related energy infrastructure impacts on petroleum suppliers and refineries in the affected area that also resulted in a major fuel shortage. The exercise participants responded with actions that would taken to mitigate the impacts of the power outage, as well as impacts on gasoline supplies and heating oil to consumers. Western Regional Emergency Fuel Coordination Meeting
September 28-30, 2016 - Sacramento, CA
NASEO and the California Energy Commission (CEC) hosted an Emergency Fuel Coordination Meeting for Western states and industry partners. This meeting was a unique opportunity for state and industry partners in the West to work towards the development of more coordinated, detailed, and effective energy emergency response plans.
