The National Association of State Energy Officials (NASEO), with support from the U.S. Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response (CESER) will host an in-person kickoff meeting for the Northeast Regional Operational Coordination Collaborative (NEROCC) on June 24-25, 2025 in Portland, Maine.
The NEROCC is a new initiative led by the State Energy Offices of New England (Maine, New Hampshire, Vermont, Connecticut, Massachusetts, Rhodes Island) and New York that seeks to establish a voluntary regional operational coordination framework that formalizes a process for states to share information during energy emergencies and coordinate potential joint actions. The NEROCC is based on the existing regional petroleum shortage response coordination frameworks which will be adapted to fit the unique needs and interdependencies of the region, including actions and information pertaining to other energy subsectors (natural gas and electricity). The participants in the NEROCC will include representatives from State Energy Offices, Emergency Management Agencies, Public Utility Commissions, and Governors’ offices.
NEROCC Objectives
- Develop a framework for enhanced state-led regional coordination between all energy subsectors including liquid fuels, natural gas, and electricity.
- Identify actions of State Energy Offices, Public Utility Commissions, and Emergency Management Agencies taken in response to energy disruptions that might be made more effective by voluntary, coordinated, regional implementation.
- Consolidate independent decision-making processes of each state (as appropriate), including the specific triggers, thresholds, and expected outcomes for actions.
- Enable more effective and efficient multi-state decision-making in response to energy disruptions.
Participants:
This event is by invitation only and intended for State Energy Offices, Emergency Management Agencies, Public Utility Commissions, and Governors’ Offices of the New England States and New York State. Additional state participants with relevant roles in liquid fuels, natural gas, or electricity disruption response may attend at the request of invitees, but must be approved by NASEO due to space limitations.
