On November 18, 2025, Oregon Governor Tina Kotek signed Executive Order 2025-29, directing state agencies to take coordinated action to reduce greenhouse gas emissions and advance Oregon’s clean energy future. The order calls on the Oregon Department of Energy (ODOE) to lead in implementing the newly released Oregon Energy Strategy and to work with partner agencies on efforts to expand clean electricity, decarbonize buildings and transportation, and ensure an equitable energy transition.
ODOE released the Oregon Energy Strategy on November 12, 2025, a first-of-a-kind report for the state that provides a comprehensive framework for achieving the state’s clean energy goals while maintaining affordability and reliability. The Strategy was developed through a two-year long process that included extensive technical modeling and was complemented with robust stakeholder engagement through the establishment of an Advisory Group, Inter-Agency Steering Group, various working groups, and conversations with utilities, industry, local governments, Tribal Nations, community-based organizations, environmental advocates, and the general public.
Through this process, ODOE identified pathways, policies, and recommended actions to guide Oregon’s energy transition. The Strategy is structured around five main pathways that must be acted on concurrently: 1) Energy Efficiency, 2) Clean Electricity, 3) Electrification, 4) Low-Carbon Fuels, and 5) Resilience. The Strategy explores how policy choices affect energy costs for households, air quality and public health, and the broader economy and workforce. The Oregon Energy Strategy also includes 42 actions that build on the state’s existing policy frameworks; key recommendations include strengthening efficiency and weatherization programs, investing in grid modernization and storage, advancing low-carbon fuel production, and supporting resilience measures to protect vulnerable communities.
Together, Executive Order 2025-29 and the Oregon Energy Strategy provide a clear roadmap for coordinated state action, positioning Oregon as a leader in building a reliable, affordable, and low-carbon energy future.
